The Environment Liaison Committee (ELC) is a forum to raise and discuss issues related to environmental regulation of the petroleum, mineral exploration and mining industries.
The ELC is managed by the Department of Mines, Industry Regulation and Safety (DMIRS) and was formed in 2016 as an advisory body to continue stakeholder engagement for the initiatives of the Reforming Environmental Regulation (RER) program following the conclusion of the Reforming Environmental Regulation Advisory Panel (RERAP) in 2015
The objective of the Committee’s role is to:
- provide advice to DMIRS on policy, legislative and regulatory reform;
- identify opportunities to enhance environmental regulatory services in line with the principles of best practice environmental regulation; and
- Identify key emerging issues in environmental regulation.
The Environment Division’s role is to:
- Undertake environmental impact assessment (EIA) and compliance monitoring under the Mining Act 1978 (WA), Petroleum and Geothermal Energy Resources Act 1967 (WA), Petroleum (Submerged Lands) Act 1982 (WA) and the Petroleum Pipelines Act 1969 (WA).
The ELC does not have decision making powers and will not become involved in the day-to-day functioning, specific regulatory decisions, processes or administration of DMIRS.
