Before You Start
- The PoW form consists of a series of steps.
- The Spatial section must be completed before When and What, Land Use and Referrals, Environment and Safety sections, because the questions within those sections are generated based on the proposed activities entered in the Spatial section.
- Proposed activities can be drawn using the Spatial tools provided, or uploaded in Shapefile format with attributes provided in accordance with the template.
- Some questions and items are mandatory; the form cannot be submitted until they are resolved. A list of outstanding issues is generated in the Submission section under Submission Issues.
- At any point in time, the form can be saved and retrieved for completion at a later date.
- The system will save your application as you switch between sections so that you can come back to it later. If you wish to pause your submission half way through a page then do not forget to Save and select exit to EARS button in the top left.
- The form provides buttons for navigation at the bottom and left of the screen; please use these buttons instead of your web browsers Back/Forward buttons.
- Depending on the proposal location and details, specific information and attachments may need to be provided in the lodgement. A list of the potential requirements is provided below, by section.

Land Use and Referrals |
Freehold Lots |
If the proposed activities occur on a freehold lot, confirmation of surface rights must be provided. |
Pastoral Leases |
You must provide details of the notification to pastoral lease holder in the lodgement, including contact method and date. |

Reserves |
You must confirm whether consent is required in accordance with your tenement conditions and whether it has been granted by the vested authority or Minister. If available, provide details of correspondence with vestee including date, method, summary and any supporting attachments. |

Department of Planning, Lands and Heritage |
If your proposal partly or wholly intersects the boundary of a registered heritage site, you must attach advice from the Department of Planning, Lands and Heritage (DPLH), along with the date of correspondence, reference number, and relevant supporting files. |

Environmental Protection Authority |
Provide details of any active assessments within the proposed disturbance area including the date consultation was lodged with EPA, project name, EPA reference number and level of assessment (if determined). Provide details of previously assessed projects that intersect with the proposed activities including project name, EPA reference number, assessment level, outcome of assessment (i.e. finalised or withdrawn), and the ministerial statement number. |

Native Vegetation Clearing |
If the proposed activities involve clearing native vegetation within an Environmentally Sensitive Area you must provide:

Banded Iron Formations (BIF) |
If the proposed activities are located within the MidWest/Yilgarn, you must specify whether the activities occur within isolated hills and ranges. If so, you should provide details of correspondence with Department of Biodiveristy, Conservation and Attractions (DBCA) including relevant attachments. Provide details of BIF surveys if available. |

Dieback Risk Areas |
If the proposed activities intersect with the Dieback Risk Zone, you must provide a Dieback management plan or if an approved Dieback MP exists, provide the date that the dieback management plan was previously approved and the associated Registration ID and tenement/s. |
