An Oil Spill Contingency Plan (OSCP) is required as part of the implementation strategy of an Environment Plan (EP) for all petroleum and/or geothermal activities in Western Australia in accordance with the following:
- Petroleum and Geothermal Energy Resources (Environment) Regulations 2012
- Petroleum Pipelines (Environment) Regulations 2012
- Petroleum (Submerged Lands) (Environment) Regulations 2012
An OSCP is an essential component of an EP which is to be incorporated into all relevant operating procedures.
An OSCP is a project or area-specific plan that outlines the response structure and considers the four key aspects of prevention, preparedness, response and recovery. An OSCP is required to set out the following:
- Preparations to be made for the possibility of an oil spill
- Emergency response arrangements to be implemented if an oil spill occurs
- Recovery arrangements to be implemented if an oil spill occurs
- Current oil spill trajectory modelling that applies to the activity.
An OSCP may be incorporated into the implementation strategy of an EP or submitted as a stand-alone document if appropriate to the nature and scale of the activity.
