Fireworks contractor licence - Scope of work

Overview

The below information provides a description of activities which Western Australia (WA) Fireworks contractor licence holders are permitted to perform. If you are a WA licensee visiting another state under JobPass, you are only allowed to perform the activities listed below.

Scope of work

Can:

  • manufacture fireworks subject to conditions
  • purchase fireworks
  • store limited quantities of fireworks
  • possess fireworks
  • transport not more than Category 2 loads of fireworks
  • use fireworks.

Can apply for a fireworks event permit.
 
Must hold a fireworks operator licence.

Specific activities

Depending on the conditions of their Fireworks Operator licence:

Condition Authorised activity

Can use ground fireworks, but not from elevated platforms

Code:  A

Conduct an event on behalf of a licensed fireworks contractor using ground fireworks and to:

  • set off distress signals as part of an event
  • initiate cracker chains as part of an event

It does not authorise the holder to initiate ground fireworks from an elevated platform

Can use ground fireworks and aerial shells not exceeding 75mm in diameter but not salutes

Code: B

Conduct an event on behalf of a licensed fireworks contractor using ground fireworks, or an aerial event, where the maximum shell diameter does not exceed 75mm.

It does not authorise elevated events or firing salutes.

May use ground fireworks and aerial shells not exceeding 150mm in diameter but not salutes

Code: C

Conduct an event on behalf of a licensed fireworks contractor using ground fireworks, or an aerial display, where the maximum shell diameter does not exceed 150mm

It does not authorise elevated events or firing salutes.

Can use ground fireworks including from elevated platforms, aerial shells of any diameter, and salutes not exceeding 75mm in diameter

Code: D

Conduct an event on behalf of a licensed fireworks contractor using ground fireworks, or an elevated display or an aerial display, with shells of any size, and may include salutes not exceeding 75mm in diameter.

It does not authorise the firing of aerial shells from buildings

Can use close proximity fireworks but must not initiate large maroons, large gerbs or mix flash powder

Code: F

Conduct both outdoor fireworks events (as per A-D) and theatrical fireworks displays according to theatrical fireworks specified on the licence.

It does not allow the operator to use large maroons (>2g) or gerbs (>2m high)

It does not allow the operator to manufacture flash powder

Can use close proximity fireworks but must not mix flash powder

Conduct both outdoor fireworks events (as per A-D) and indoor displays using any type of theatrical indoor fireworks.

The operator may not mix flash powder

Can use close proximity fireworks and mix flash powder

Code: H

Conduct both outdoor fireworks events (as per A-D) and indoor displays using any type of theatrical indoor fireworks.

The operator is allowed to mix flash powder

Cracker Chains

Code: I		 Can use cracker chains for ceremonial purposes

Model Rocketry

Code: J		 Can use model rocket motors greater than 62.5 grams (NEQ)

Special effects

Code: K		 Can use pyrotechnics for special effects

Animal control

Code: L		 Can use pyrotechnics for animal control

Roundhouse

Code: T		 Can fire cannons in accordance with training received at the Fremantle Round House

Roundhouse (mod)

Code: V

Can set up, charge up and fire the time gun cannon using pyrotechnics products
 

Compliance requirements in WA

To get a WA licence

  • Must hold a current fireworks operator licence and therefore a dangerous goods security card or equivalent security clearance
  • Must have developed an explosives management plan
  • Must hold public liability insurance in the amount of $5 million
  • Must pay an application fee
